What Dynamics Are Impacting Global Mobility and Rental Markets in Q4 2025?
For the balance of 2025, we are expecting continued caution in corporate relocation and business travel activity. Authorization volumes in most of the key markets we serve in Europe, for example, have been similar to 2024. Although global trade wars have not come to pass, individual countries are still coming to terms with the impact of US-imposed tariffs on their economies. Amid political and economic uncertainty, many companies continue with a strategy of moderate investment, including talent investment, as they look for signals of greater stability.
At the same time, global economies are sensitive to their aging demographics, and the need in many instances to sustain growth through skilled immigrant worker policies. Across Europe, countries have embraced skilled labor visa initiatives. Many of the jobs associated with these visas are in high cost-of-living markets such as Zurich, Munich, Paris, Amsterdam, Luxembourg, and London.
While many countries and companies in Europe are addressing their talent needs with government-sponsored immigration policies, rental markets have not benefitted from an equally coordinated approach; and rental property availability continues to be under pressure from an influx of new arrivals, both from within each country and through managed immigration. As a result, the cost of rentals remains a challenge in most city-centre employment hubs in Europe.
Rental vacancy rates are more balanced in the US, with greater availability in many markets, though still challenging in hiring hubs such as the San Francisco Bay Area and New York City.
We’re noting mostly stable ADR (average daily rate) pricing for temporary living accommodations, supported by generally sufficient supply across markets globally. Traditional landlords are exiting many markets due to regulatory requirements and their increased cost of operations, but new corporate developers are investing in multi-purpose rental properties to support short- and long-term tenants, and local as well as corporate travel/relocation residents.
Key Trends Shaping Q4 Rental Markets for Relocation & Business Travel
Employers continue to process mixed messages in the global economy and make their business travel and relocation decisions accordingly. Many indicators are positive, but concerns linger around trade and tariff policy as well as unresolved geopolitical conflicts. Rental housing availability is challenging but manageable in most markets, especially when a transfer or travel assignment is supported by the local experts at Dwellworks and Dwellworks Living. - Europe: Supportive of Skilled Talent Migration, but with Challenging Housing Markets: The EU Blue Card, supported by 25 of 27 countries in the Union, is a work and residence permit for highly skilled professionals from outside the EU. It’s an example of a coordinated talent strategy in the region. Many skilled workers, however, arrive in locations with 0-2% rental market vacancy rates and face landlords who have many options in their tenant choices. Apartments in prime locations continue to attract multiple, sometimes hundreds, of applicants. Local expertise and market knowledge has never been more crucial in scheduling property showings and securing a lease in markets from Amsterdam to Zurich. - US: Good Availability Overall, but Greater Demand and Higher Prices in Key Markets: The national apartment vacancy rate in the US is approximately 7.1%, lower than in Q3 but still reflecting a balanced market between supply and demand. Notable exceptions include less availability and higher prices in New York, Chicago, Los Angeles, Silicon Valley, and San Francisco, all of which are experiencing a strong influx of talent based on opportunities in finance and tech, especially AI. Mortgage interest rates in the US are lower than in Q3, but home prices remain high. Many renters are choosing to continue to rent versus buy under current market conditions.
- Mexico and Canada: Alternatives to the US with Unique Value Propositions: Mexico City has steadily grown as a global knowledge worker destination, ticking lifestyle boxes for many assignees, though the cost of rentals in preferred neighborhoods – like Condesa, Roma, and Polanco – is comparable to that of many US cities. Landlords know they have multiple potential tenants for their listings and require proof of ability of pay, including employer bonds and guarantees. Canada, which had reversed its immigration-friendly policies in 2024 as a partial solution to the cost and availability of housing, is actively adjusting its policies in response to stricter US immigration access for skilled workers (and overall). Apartment vacancy rates are falling again in Toronto and Vancouver, and while rental rates are not yet reflecting price increases, those are expected as Canada opens to more arrivals.
